A steam boiler is not a hot-water boiler with different piping.

DOE/PNNL replacement guidance starts hydronic equipment selection with the building heating load. Steam requires a different decision: the connected radiation must be inventoried, and the replacement must be evaluated with the steam distribution that it must fill. A current trade-practitioner review also emphasizes near-boiler piping, returns, vents, traps, water quality, and the cause of the prior failure.

That distinction changes survey time, boiler selection, piping, cleaning, control work, startup, and the meaning of two competing totals. A quote that says only “replace boiler” has not resolved enough scope for comparison.
